How is 1 change Different From other Police reform?  

 It addresses the core issues; accountability & transparency
Fair to both law enforcement and citizens
This simple change can fix multiple issues
It’s non-partisan and easy to understand
Creates uniform procedures and standards for police discipline
It can be adopted state by state

Why do we need  1 Change?

How Does This Work?

All of these things can happen after just 1Change.

  • Only 50 states would need to make changes. As opposed to over 19,000 municipalities.

  • States could create/amend laws that govern policing.
  • Each state could create or use the Office of Inspector General(OIG) to replace Internal Affairs in each Police Department.
    1. This removes the bias seen in some Internal Affairs Investigations
  • OIG could receive police misconduct complaints, and assign investigators to follow up.
    1. This means citizens would no longer report complaints to the Police officer in question, or their coworkers.
    2. This would give Police Officers a way to anonymously report misconduct by other officers.
  • States could set hiring practices for all police departments
    1.  Requiring new prospective officers to undergo standardized, and validated psychological testing
    2. Reducing bias for prospects that are chosen

  • OIG could have investigators present their findings to a board who determines what cases are to be turned over for prosecution or corrective action.

     

  • States could set training standards for all police officers.
    1. Requiring Violence De-escalation Training, and Mental Health Training
    2. Banning Warrior Training, and others that treat citizens like enemy combatants

  • Police disciplinary standards would be set by the state rather than each individual police department.
    1. This ensures that police discipline isn’t collectively bargained by local unions, but standardized for all police officers throughout the state.
  • States could set rules of engagement for all law enforcement.
    1.   Requiring always on body cameras during interactions with citizens.
    2. Banning restraints like knees on necks, and chokeholds.

  • Cases of police Misconduct would now be handled at the state level.
    1. This removes some of the bias that can be seen in local municipalities.
  • Reduce the estimated $1,800,000,000 spent on police misconduct settlements annually (Source 8).

     

  • A state wide database could be created that tracks.
    1. Misconduct complaints, outcomes, and discipline
    2. How often force is used, and why
    3. Number of people injured when taken into custody
    4. High speed chases, collision, injuries, and deaths
    5. Number of people detained, and released without charges
